You should invite all your sisters friends to your backyard and just party! I don't know

Or maybe if you know someone that has a pool you could have a party around it.

Or, you could rent a hall and decorate it and invite a bunch of people. maybe higher a local band. <-- that's more on the expensive side though. I just got the idea from that "My Sweet 16" show on MTV.

I hope I've helped. I turn 16 in two years so I haven't even thought of it yet :-/

It's a great idea but she only wants a few friends and she's worried about what they'll think.

Well she could have a sleepover, with movies and lots of snacks and funny games, or go out somewhere for a meal TGI's is fun and not too expensive and if you tell the staff its your birthday they will sing to you :)
